    We've been training for the program and have additional training coming up," said A. Michael Hall, director of the Wythe County Department of Social Services.

    According to him, federal law requires each state to implement the EBT system by October 2002.The new program is designed to be safer, more convenient and less visible to the public for the recipient.Also, cost is expected to be less than that of the current program.

    "Clients will get notification in the mail probably in March about the new program.We'll announce the time and place for them to get their card," Hall added.

    The Virginia Cardinal Card, as the debit card is called, will be personalized with name, account number and personal identification number.It can be used at any participating store displaying the Cardinal Card or Quest logo.

    "Most major retailers are programmed to recognize USDA food stamp items.The new program will require an additional phone line for the cards.I expect most of the grocers to honor the cards.

    We issue in excess of $1 million every year in food stamps," said Hall.

    The Cardinal Card allows a recipient or an authorized representative to shop as he would with food stamps.At the check-out lane, the card is swiped through a terminal and selects the method of payment as "EBT."

    The food purchase amount is automatically deducted from the card.The balance left in the food stamp account appears on the receipt.

    The retailer is paid automatically through the automated clearing house network within one or two business days.

    The local social services department will have the capabilities to credit the cards each month, Hall said.

    "I've been an advocate for this program for a long time.This is just a change in the way we do business.We expect a fairly seamless transition.I'll do some local presentations.I'll be speaking to the Board of Supervisors in a month or two.We're trying to get the word out so people won't be caught unaware," Hall said.
