    We can't just throw them across the border , Webb County Commissioner Judith Gutierrez said of undocumented immigrants.We are facing unusual challenges. In summer 1998 , Webb County became the deadliest place on the border for undocumented immigrants , when more than 50 people died of dehydration while trying to avoid U.S. Border Patrol agents.

    Gutierrez and other members of the U.S.-Mexico Border Counties Coalition will meet in El Paso later this week to discuss the new study and forge a plan to persuade Washington to send more money.

    Texas lawmakers said they were sympathetic to the border counties' plight , but stopped far short of saying financial help was on the way.
