NB Power needs to do everything it can to protect its existing contract with Petroleos de Venezuela (PDVSA) to supply Orimulsion for its Dalhousie electrical power plant, said Saul Guerrero, former executive with Bitumenes Orinoco (Bitor), PDVSA's Orimulsion arm.

"All the Orimulsion clients are sending letters to PDVSA asking what this all means," said Guerrero in a phone interview from Caracas.

Guerrero, who is a member of the government opposition group People of Oil, said it is technically impossible to reduce production by that much and still keep the plant running.

"Operationally speaking, it doesn't make sense," he said.

Guerrero said PDVSA may be desperate to meet its oil quota with the global oil cartel OPEC and could turn to the bitumen used to make Orimulsion as a way to boost its production.Natural bitumen can be mixed with lighter crude oils for mixed fuels.
