Lewis Greenbaum concentrates his practice in public finance.
He graduated from New York University in 1970 and holds a B.A. degree with honors in Politics.
He received his law degree in 1973 from the Georgetown University Law Center.
Mr. Greenbaum began his career in 1973 as a municipal bond attorney with the New York firm Hawkins, Delafield & Wood and joined Borge and Pitt in 1977.
He devotes most of his time to bond counsel work for Illinois Counties and municipalities.
He is the co-author of the Local Government Debt Reform Act and the Municipal Bond Reform Act, important statutes designed to modernize the public finance law of Illinois.
He has served as bond counsel to the Chicago-O'Hare International Airport and Midway Airport; the County of Cook and many Illinois municipalities, including the cities of Chicago, Springfield, Moline, Waukegan, Des Plaines and Naperville.
Mr. Greenbaum has served as bond counsel for numerous tax increment financings in Illinois.
He also drafted the legislation that authorized tax increment allocation financing for the District of Columbia.
