I am pleased to announce that I mandated by the People of Cabinda, have deliberated under recommendation that: Prof Anibal Gotelli a lawful citizen of Argentina and a resident in the Autonomous Capital City of Buenos Aires, being a just and respected citizen in is own right and merits in is country, it as been resolved after consultation to grant the Patent of High Commission of Cabinda in Argentina to:

Cabinda's relationship with Argentina and Latin America has acquired a new vitality with this new official nomination.Cabinda has strong commercial interests in Argentina and we particularly look forward for an early and effective contribution of the Republic of Argentina in both diplomatic and military terms in respect of an end of Angola's occupation of the Republic of Cabinda.

Mr Anibal Gotelli will take up duty on the 27 of January 2004 and will remain, as High Commissioner up to 27 January 2008, where we intend to renovate is nomination to a further four-year term.

There for having from this moment onwards the right to him given by us in authority to represent in all matters of State ; commercial, civil and military the Nation of Cabinda.And in such a capacity the right to make the use of his new official position as Cabindan High Commissioner to Argentina in all letterheads, business cards and where ever he seems fit and proper to use is official designation as a member of the Commonwealth of Cabinda and representant of the Regency.
