    Allen Goldstein was appointed CalPERS Assistant Executive Officer, Planning and Organization Development Branch in February 2004.The Branch provides a single source for in-house management consulting services focusing on strategies and tactics to solve business problems.This resource enables CalPERS to better accomplish its strategic and business objectives.

    Goldstein brings a strong combination of public and private sector management experience to CalPERS.He has 25 years of State government experience, previously serving as Director of the Department of Personnel Administration and Deputy Secretary at the California Business, Transportation, and Housing Agency.

    In the private sector, Goldstein was Vice President of Project Development for Rathe Productions, a New York-based exhibition and design company.He was also a principal in his own management consulting firm, serving corporations, government, and nonprofit organizations.His firm provided a wide range of management services including executive coaching, strategic planning, and project management.

    While with the State, Goldstein managed several unique projects including State support for the 1984 Olympic Games in Los Angeles, and construction and operation of the California pavilions at the 1986 Worlds Fair in Vancouver, British Columbia, and the 1988 Worlds Fair in Brisbane, Australia.

    (2) Executive Director Contract: BW reported his conversation with Allen Goldstein (AG) earlier today stating that AG offered excuses by saying that he works only for the SEAOC Board of Directors. AG is continuing to solicit outside contracts to fund SEAOC and BW's opinion was that AG sees his role as bringing special projects to SEAOC.

    JSL moved that this Board not even consider endorsing a 1-year extension since AG is vocal that he only takes direction from the SEAOC Board/Officers. The motion failed for lack of a second.

    RLH moved that SEAOSC recommend that AG's contract not be extended at all and that he be given notice immediately. Seconded by BW. Discussion ensued with RAR stating his concern of the possible negative ramifications this action may have on SEAOC.

    M/S/C that SEAOSC will immediately start the transition to , and development of , seaint.org and that the ownership of seaoc.org will be relinquished to SEAOC on Dec. 31 , 1998.

    Allen brings a unique combination of public and private sector experience to his consulting work. Allen's public sector experience includes over 25 years of service with the State of California, including executive-level positions in the administrations of three Governors.     Responsibility for managing several unique construction projects, including the design, construction and operation of California's Pavilions at the 1986 World's Fair in Vancouver, British Columbia and the 1988 World's Fair in Brisbane, Australia, establishing the State of California's London trade office, as well as coordinating State government support for the 1984 Summer Olympics in Los Angeles. As the Director of the States Department of Personnel Administration Allen negotiated labor agreements for 19 collective bargaining units and authored several reports which led to important changes in the States personnel management practices. Led a revamping of the CalPERS Health Benefits program bringing a longer-term strategic focus to its policy deliberations. Allen also provided the leadership for the CalPERS enterprise-wide strategic and business planning processes.

    In the private sector, Allen also served as the Executive Director of the Structural Engineers Association of California, and as Vice President for Project Development for Rathe Productions, a New York City based exhibit and design company. Allen's projects included:
