    Mark Gibbas, a senior meteorologist with AIR Worldwide, says this El Nino is particularly impressive.It's not particularly strong but is happening while the North Pacific is in a cool phase.

    The North Pacific is known to pass through cool and warm phases that can last 20 to 30 years, a phenomenon known as the Pacific Decadal Oscillation.

    The last warm phase began in the 1970s and ended about five years ago, said Gibbas.Ordinarily the warm phase coincides with frequent El Ninos, which occur less often in the cool period.

    In fact, this El Nino will be the first to occur during a cooling period since the winter of 1972-73 - one of the least snowy winters on record.

    Another indicator Gibbas looks at is snow cover throughout the Northern Hemisphere.The greater it is at this time of year, the more likely the winter will be cold.
