    Hal Gibbard, speaking on behalf of the Garry Oak Meadow Preservation Society, said the meadows should be added to the existing Christmas Hill Nature Sanctuary.

    "We will not ever have any more of this large green-space or potential Garry oak meadow in this area of burgeoning population and density," he wrote in a letter to council.

    The covenant is only acceptable if a third party with no financial interests in the property signs on, he said.

    Out of his involvement with the Garry Oak Meadow Preservation Society (GOMPS), Hal became of the original members of the Garry Oak Ecosystems Recovery Team in 2001. His interests range from nature observation and photography to conservation, land use and park planning.

    Hal graduated in biology in 1956 with a further 2 years of graduate studies in wildlife management at UBC. He was employed as a biologist by the Ontario Ministry of Natural Resources in 1959, followed by a number of resource management supervisory positions in the field and head-office. Hal served as supervisor of environmental planning for the Ontario Parks Branch from 1969 to 1976 and also directed the design and implementation of the Ontario Nature Reserve system. He then spent a short period as an environmental supervisor in private industry in a head office in Toronto, followed by a stint as the supervisor of wildlife management for the Northwest Territories before returning to Ontario as a supervisor until retirement.

    Hal Gibbard, President, Garry Oak Meadow Preservation Society, supported the earlier suggestion that the area of protection extend to the root zone rather than to the drip line.With respect to setting diameter limits for tree protection, Mr. Gibbard indicated that it should be set in relation to species rather than as an overall regulation.

    Hal Gibbard, 1439 Wende Road, introduced himself as President of the Garry Oak Meadow Preservation Society, a group of people interested in the preservation of Garry oaks and other trees.

    There have been numerous studies made on the positive aspects of "urban forests", said Mr. Gibbard.Those, he suggested, along with air purification, water retention, and other environmental issues, can all be classified under "ambience".He agreed that one way of protecting trees in Oak Bay would be with the adoption of a protected species and significant tree list.

    Mr. Gibbard also suggested that it is important to note that the building envelope is often much larger than the building's actual footprint.Therefore, he said, it is important that only trees within the footprint be considered for removal, but not those trees within the building envelope.
