    Doug Garrett, chief executive of ReBlackpool, the urban regeneration company that worked on the town's bid, said the decision was a "smack in the face for Blackpool".

    "It is tragic.It is very difficult to see how they have drawn their conclusions," said Mr Garrett.

    Previous assessment had put Manchester at the bottom of the seven bidders, and all local government bodies and regeneration agencies in the region backed Blackpool, not Manchester, added Mr Garrett.

    "It is a very strange decision, we need to look into the rationale.Manchester has come from nowhere.It was a real, real dark horse," he said.

    Doug Garrett, Chief Executive of ReBlackpool said: "The funding announcement is good news for Blackpool and we now need to work towards allocating money to a specific scheme."

    ReBlackpool hope to see the Tower Headland area of Blackpool earmarked for investment, with the aim of creating a festival and events zone that will be capable of accommodating more than 30,000 spectators.The new zone will play a key part in helping Blackpool achieve its ambition to become the ,capital of dance'.

    Doug continues: "To achieve this, we are continuing to work closely with our partners including the Commission for Architecture and the Build Environment (CABE), Arts Council and Northwest Regional Development Agency to provide a scheme which helps to regenerate the town, increase visitor numbers and attract back lapsed visitors."
