    DeLacy Ganley, co-director of the Teacher Education Program at Claremont Graduate University, said as districts make cuts they're going to look at what makes sense and that is keeping the core services to students.

    "But I would think that any position that isn't tacked down or secure is vulnerable and if it is not directed toward student achievement (it) is vulnerable," she said.
