    The project encompasses a two-block area from Temple to Second streets, and will move the roadway east to provide wider sidewalks and an enhanced pedestrian environment including landscaping, trees, hardscape and streetscape changes, said Patty Gagan, director of planning for the Music Center.Also planned is a more functional connection from the street level to the county mall between the Hall of Administration and the Courthouse.While the project has been delayed numerous times, Music Center officials expect it to be completed in time for the opening of the Walt Disney Concert Hall in late 2003.A second $15 million to $20 million phase, which has yet to be funded, would be undertaken by Rios Associates and Nancy Goslee Power Associates.The goal would be to open the plaza to make it more visible and accessible from Grand Avenue, Gagan said.The plaza would get new landscaping, lighting, a main street-level stairway on Grand, infrastructure improvements, permanent facilities for the existing bar and grill, restrooms and coffee shop on the plaza, and gardens.Public comment on the environmental impact report closed at the end of July.The start of construction is anticipated in January 2003.
