"I think it is a real compelling story, in that you have this gas that was just going into the atmosphere, a clean source of energy that is just being wasted," said Pamela Franklin, team leader for the U.S. Environmental Protection Agency's coal-bed methane outreach program.

Franklin said that 10 billion cubic feet of methane are simply vented into the atmosphere by coal mines, landfills, and other sources.
    ...
"What has happened in the last year to 18 months is the emergence of a carbon market in the United States," explained Franklin.

Methane degassification can cost millions of dollars, said Pam Franklin, the EPA's director of the Coalbed Methane Outreach program.

Says Pamela Franklin, director of the Environmental Protection Agency's Coalbed Methane Outreach Program, "No one knows what the exact process is."
    ...
The bigger hindrance to either flaring or oxidizing is lack of a developed market for carbon offsets, says Franklin: "The voluntary carbon credit market is the only incentive, and it's still nascent."

Farther East, methane capture has been much more successful.
    ...
A change in attitude is needed, too: "Some (Eastern) coal companies now think of themselves as energy companies, and they make a lot of money from gas," says Franklin.

These reductions will be achieved in four sectors - coal mining, oil and gas systems, landfills, and agriculture - through technical assistance programs (e.g., support for project development through feasibility and pre-feasibility studies), training and capacity-building, and other activities.

Dr. Franklin referenced the EPA document, Methane Technologies for Mitigation and Utilization , which explains the cryogenic process, and Han Jiaye of the China Coalbed Methane Clearinghouse mentioned in particular the company BCCK, referenced in that document.
