Franklin, who said he no longer sees many cases of advanced breast cancer due to revolutionized mammography, believes PBI will one day be the standard of care.He received MammoSite training around the time the device was approved by the FDA.

Franklin said patients must be over the age of 45 and have a tumor diameter no wider than three centimeters to be considered for PBI.Also, the distance between the lumpectomy cavity and skin must be at least 0.7 centimeters.Franklin said a distance below 0.5 centimeters is a "no-no."

"That is great," Dr. Lee Franklin, a radiation oncologist associated with the Montgomery Chapter of the American Cancer Society, said."The ordinance the council passed was not in the best interest of the people."

Anti-smoking advocates say second-hand smoke causes cancer and is a serious health threat to those working among smokers.

"This is an improvement over the current ordinance," Oncologist Dr. Lee Franklin said after the noon meeting Monday."Without exception it is better than the ordinance now."

Restaurant owners who denounce the smoking ordinance say government is interfering too much in business.The Montgomery Restaurant Association said the ban will destroy their business.

"The City Council had a chance to do something for the citizens of Montgomery and the image our city projects," Dr. Lee Franklin, a Montgomery oncologist said.

Franklin added that he expected the smoking issue to come back up.

Heated discussions began in November when McNeill proposed a law to keep smoking out of almost all public places, including restaurants.The council adoped McNeill's proposal Nov 19.Restaurant owners objected, saying it would harm their businesses.They said club and lounge owners would have an unfair advantage because smokers would leave their restaurants to smoke at clubs.They maintained their position that government should stay out of the restaurants' business.

"I find the opposite to be true," said Lee Franklin, a radiation oncologist who practices in Montgomery.
