Heated discussions began in November when McNeill proposed a law to keep smoking out of almost all public places, including restaurants.The council adoped McNeill's proposal Nov 19.Restaurant owners objected, saying it would harm their businesses.They said club and lounge owners would have an unfair advantage because smokers would leave their restaurants to smoke at clubs.They maintained their position that government should stay out of the restaurants' business.
