    Officer Linda Foxwell, a police spokeswoman, said that Helchie Watts of M Street SW was arrested about noon yesterday in connection with the June 19 robbery.

    The victim, 41, said he was approached by Watts and another suspect outside the Waterfront-Southeastern University Station.

    The three rode the train to L'Enfant Plaza Station, where they transferred to a Blue Line train headed for the Addison Road-Seat Pleasant Station.Between Capitol South and Eastern Market, Watts flashed a handgun and demanded money from the victim, who handed over a gold necklace, a gold bracelet, a watch and $7, police said.At Eastern Market, the robbers ran from the train and jumped the fare gates, followed by frightened passengers who saw the robbery and raced from the station, police said.No one was injured.

    Police said yesterday that they had not recovered the stolen items or located the man believed to be Watts's accomplice.

    "We don't have jurisdiction in the Amtrak stations," Foxwell said."But we certainly have done a lot to educate our riders about what they should look for, what they should report.This is certainly information that they can carry over to their commuter rail" as well as Amtrak.

    Metro police officials are still considering a draft plan that could lead to random bag searches like New York, Foxwell said.
