    When it comes to municipal spending, Town Council member John Flynn (Lonsdale), explained that he's witnessed municipal budget cuts for years, and worried about the impact of the cuts on the condition of roadways and sidewalks for all citizens, but especially seniors. "To continue to ignore infrastructure - there are sidewalks and signs people can't read anymore - I think the taxpayers are being short-changed when all the focus is on the school department budget," Flynn stated. "I'm encouraging you, don't forget about that part of the budget." Booth requested that an open dialogue be conducted between budget board members, the town administrator and other officials and the public. He also stated that he observed during a television news broadcast on Wednesday evening that Lincoln municipal employees were being lauded for their decision to have their own wages frozen, at least until June 30, 2010.

    LINCOLN --- Town Council member John Flynn admitted concern when he heard news of a Public Works Department highway superintendent's misuse of a town-owned snowplow a few weeks ago.

    That's why Flynn is looking into changing the current ordinance.In a press release dated Dec. 28, the District 2 (Lonsdale) representative wrote, "If you look at the existing code, it does not address who should have town-owned vehicles, and it doesn't address who should take them home , I don't have a count on how many (town) employees take them home, but I know of at least six."

    It is of Flynn's volition to establish criteria as to who is eligible to have a town-owned vehicle assigned to them (40 percent or more of their work day "on the road"); slice the fleet to 10-12; and also prohibit all from taking them home.

    "The town administrator told me the only ones who could take them home were people on call 24 hours a day, seven days a week, so -- when I thought about it -- I wondered how many times those workers were actually called in," Flynn said."It was my guess that it only happened a few times a year, but they still had those vehicles the entire time.

    "I decided to propose a change to the ordinance that would prohibit employees from bringing them home," he added.

    LINCOLN --- Over the past six-plus months, Town Council member John Flynn has often voiced his opposition to proposed "24/7" gaming operations at Twin River.

    Turns out he's also not too keen on the possibility the casino could remain open all day and night on weekends only.In response to what he says are several bills currently before the General Assembly pushing for "24/3" gambling hours at Twin River, Flynn recently drafted a resolution requesting the House Finance Committee attend a meeting before residents to discuss such a possibility.Flynn had hoped that his resolution would be passed at Tuesday night's council meeting, but it was tabled."It was referred to the ordinance committee because of a legal opinion voiced by our town solicitor (Anthony DeSisto)," Flynn said.

    "I'm sympathetic to people who live in that area (of the casino)," Flynn said Thursday."There's a lot of noise, traffic and litter, and I believe those things would only get worse with increased hours.I can feel for those people, and they shouldn't have to put up with it."If we have this meeting with the House Finance Committee, those concerns would come out," he added.
