    John Flynn, a U. law professor emeritus, however, said the suit might be successful.In a 1957 case, he said, a court decided that one purpose of Article VI, Section 22 is "to guard against surreptitious or inadvertent inclusion of subjects and legislations without legislators and the public being aware of its contents," he said. "If there are things in this bill defeated earlier in the Legislature and they were tucked in at the last moment, it would seem the spirit of this section is being violated," Flynn said. He said it's appropriate for the court to decide exactly whether SB2 is constitutional.Utah courts have addressed Article VI, Section 22 of the state constitution many times already. "The basic function of the court is decide disputes and the meaning of the constitution," Flynn said.Still, he said, SB2's constitutionality is open to interpretation. "This is what we lawyers call a lawyers' unemployment statute," Flynn said.
