Mark Fletcher, owner of Russellville-based Fletcher Oil Company, said prices in Little Rock are the result of fuel retailers attempting to undercut their competitors.
"Little Rock is in a gas war," he said.
Fletcher, who operates two Shell stations in Russellville and a Pottsville location, said the bigger national gas retailers are able to sustain losses in certain markets created by price decrease matching.
"I'm just a little guy here making a living," he said.

Fletcher said in addition to the relatively low fuel prices throughout the state, Russellville typically offers additional savings.
"Generally, Russellville has the lowest prices in the state," he said.
