VICTOR EUGENE FLANGO leads the approximately 40 Research and Technology staff members in developing and managing the national scope, multi-jurisdictional, revenue-generating projects and programs conducted each year. Before assuming the position of Vice President in February of 1995, Dr. Flango was the Director of the Court Research Department. He has extensive experience in directing large-scale research efforts requiring coordination between state courts and social service agencies, multi-site data collection, sophisticated data analysis, and information dissemination to diverse audiences. He has directed numerous research projects dealing with such topics as court statistics, court delay, adoption and foster care, child abuse and neglect, federal diversity of citizenship jurisdiction, federal habeas corpus review of state court convictions, and an interrelated set of studies on criteria used to determine the need for judges and court support staff. Before joining the National Center for State courts in 1977, Dr. Flango was a professor of political science at Northern Illinois University and director of the Master of Arts in Public Affairs' degree program in judicial administration. His Ph.D. degree is from the University of Hawaii (1970) and he is a Fellow of the Institute for Court Management.
