William J. Flanagan, senior vice commander of the Illinois American Legion, promoted the oratorical contests that the Legion sponsors each year. High school student deliver original orations about the U.S. Constitution and compete for scholarships.

The Legion, with 121,000 members in about 850 posts in Illinois, also reaches young people through the Boys State and Girls State practical civics exercises, Legion baseball leagues, and Scouting, Flanagan said.
