Because of budget uncertainty about half of the rooms in the residential treatment center are now empty.

"We put most of our staff on notice that if things don't get better most of them will have to go, too," Finch said.
    ...
Finch will continue to plan for the worst, and hope for the best.

"When you don't have any idea how much your budget is then you have to pretty well say alright here's what we've got right now, therefore that's how we're going to operate," she said.

After being without funding since August, Mickey Finch said a classic line from the movie "Jerry Maguire" best sums up her feelings.

"Show me the money," said Finch, CEO of Fellowship House in Anna, referencing news Gov.
    ...
Finch said that while restored funding is great news, she will hold the celebrations until she has a check in her hands. Since the initial cuts, Fellowship House has had to lay off 10 employees, administer a 5 percent pay cut and reduce benefits.

"At this point, we just want to be paid for the work we've done," Finch said. "In the 30 years I've been around, it's never been this bad."

If the Fellowship House does not receive funding by January, the facility may have to close, she said.

At Fellowship House in Anna, CEO Mickey Finch said the cuts mean her agency's budget will shrink from $1.7 million to $475,000 this year.
    ...
"It's scary; we've been hurt to the point we are crippled," said Finch. "Basically, we can do business for a few more months then we'll close."

Finch said she has already cut seven jobs at Fellowship House and cut the number of patient beds from 40 to 20. She said the agency can make it until the end of the calendar year before shutting down.
    ...
Finch, Markley and Tolbert agreed that any savings the state might realize through the cuts will be short lived as mental health patients, addicts and at-risk youths find their way to hospitals, courtrooms and jails.

    ...
Finch, who laid off 15 people from a staff of 45, said the budget uncertainty is affecting her employees.

"It feels very precarious," she said. "It's hard on your employees because they don't know whether to leave and go find a stable position somewhere else or stay here and see what happens."

Finch added, "At this point we've been told we'll be getting more (than 50 percent funding) but we don't know how much that means.

But Mickey Finch , CEO of Fellowship House , an adult alcohol treatment facility in Anna , cautioned the group against turning over total control to a Chicago-based group. Her own board , she said , had decided to retain local control over the programs. She said she would like to keep the Hill House board as a local presence..

One reason Hill House members are reluctant to assume an expansion project is Hill House no longer is eligible for a low-interest loan , as it was when it was built 13 years ago.

If Gateway were to assume control of the facility , it would need $500 , 000 to assume the debt and refinance.
