"That's about what we get every year," City Commissioner Dale Finch said. "It's not enough to do a whole lot of road."

Finch, who overseas the Road Department, said the avenue project was submitted last year for state consideration along with neighboring Whitaker Avenue.

Finch said Miller was dropped and Whitaker accepted because material costs to do both were too high, so it was put back in the mix for 2009.

"There's going to be drainage, curbs put in, a sidewalk on one side and an overlay," Finch said.

Finch said the roads in that area serve to route traffic away from inner-city areas.

Board member Dale Finch said the Personnel Committee would interview three finalists next week.If the board likes a candidate, it could offer the position in two weeks, he said.

According to a manager's report, there are very few vacancies within the authority's complexes, but Finch said the MHA would wait until the state approves the sale of tax credits to finance the project before it waits to freeze vacant units for the Holly Berry residents.

Neither Tomlin nor board member Dale Finch would comment on whether the retirement was related to the incidents of daytime drinking taped by Fox News 29 of Philadelphia.

MILLVILLE -- Former City Commissioner Dale Finch is having another go at local elected office.

Finch, 56, announced Wednesday that he has picked up a nominating petition.The main thrust of his campaign will be preserving the city's quality of life, he said.

"We see some areas that are in decay and we need to do something about it," Finch said, citing concerns that crime and other problems are growing in areas like Center City.

Finch added that the city needs elected officials with time to spend at City Hall.

"I feel that the town is on the verge of some major changes, and I think we need elected officials who will donate the time to see it's done in the right way," he said.

Finch is retired from state government, but currently runs a consulting business.

His career was spent mostly in the Department of Community Affairs' Division of Local Government Services.

Finch was a city commissioner from 1977 to 1989.He has been a Municipal Housing Authority commissioner since 1991.He also served one term as an elected member of the Board of Education.

All five current city commissioners are running for another term.

Authority Commissioner Dale Finch, who introduced the resolution, and Executive Director Dale Gravett said the measure implies no criticism of city efforts to revitalize the troubled 3rd Ward, which has long been an area of concern for the city.

Finch, a candidate in the May 10 City Commission election, said seizure and condemnation of the complex would be justified.The city previously has threatened to seize land along Route 47 for proposed shopping centers, he noted.

In the event of a seizure, Finch said, the authority would manage the apartments.

Dale Finch, 56, a former city commissioner who came in sixth Tuesday, said he would continue to work for the city as a member of the Millville Housing Authority.

"The people are happy with the incumbents," Finch said of the sweep.
