Chamber of commerce chief executive Jeremy Filmer-Bennett said the issue of dualling the road should have been tackled "long before any tragic loss of life".
He said: "The fact that young people have lost their lives on the road is appalling."
Meanwhile, two motorcyclists were taken to hospital yesterday afternoon with minor injuries after a crash on the A38 in South East Cornwall.
Police and paramedics were alerted to the crash scene, close to the Halfway House Inn, west of Trago Mills, just before 3pm, after a collision between two motorcycles, a car and a van.
The two riders, one from Bodmin and one from Penzance, were taken to the Royal Cornwall Hospital, at Truro.No one else was injured.
