    Dr. Chris Fichtner, the former Illinois director of mental health, said that Sen.Cullerton's bill is actually an amendment to the Illinois Cannabis Control Act of 1978.

    That Act said that glaucoma, nausea and other illnesses could be treated if the physician works out the details with the state police, but it was never implemented, he said.
