    "We've always known there are certain kids that are on the street, living with friends, because they were kicked out of their homes or were runaways in crisis," said Jeff Fetzko, executive director of the Somerset Home for Temporarily Displaced Youth in Bridgewater, which sheltered 180 youngsters last year.

    "They are vulnerable to secondary problems-petty crimes on the streets, drug abuse, sex in exchange for living someplace.It's a problem in New Jersey, and we recognize there are areas of concern in Somerset.We wanted to be able to put a couple of staff out there to see what we'd find," Fetzko said.

    But without many town centers, in a sprawling county of housing developments and farms, Somerset launched its program by having Duncan drop in at places kids already feel safe.The hope is they'll take his card and call him if they ever need help.

    Barbara "Cissy" Gilchrist runs a weeknight rap group with about 20 girls on issues like sex and pregnancy at Franklin High School, where she said they can be assured "what they say here won't be heard in the hall the next day."
