And put the kind of service out that will help people get to the employment opportunities, and take care of quality of life issues," says Jim Ferraro, WRTA Executive Director.

Jim Ferraro, the executive director of the WRTA, says that passing 8 would restore many services that WRTA has had to cut in recent years due to losses in state and federal funding.

"Saturday service would resume, night service that was responsible for moving a lot of people to job sites, would be put back on. We also looking at small bus service throughout the far southern part of Mahoning County. Where dial-a-ride and circulators would operate," says Ferraro.

Ferraro thinks that a strong public transportation system is essential to making the community a more desirable place to live and do business.

"We'll cover the entire county, we'll have demand response small bus service in the southern part of the county, we'll reestablish Saturday, get back to night service which is key for employment", says Jim Ferraro, Executive Director for WRTA.
    ...
This same issue failed on the ballot back in March, but since then the economy has gone down, gas prices have gone up, and Ferraro says the need for strong public transportation has never been greater.

"We have the support of a lot of people who now realize that a lot of people have lost jobs, a lot of people who had gainful employment, were productive and are no longer productive, and we need to improve on that", says Ferraro.

And the location for today's kick-off is no coincidence.Between Saint Elizabeth's and Akron Children's Hospital, Boardman is quickly becoming a medical center in the community.Ferraro says,

"And there are a lot of opportunities for employment, and of course taking care of your health, so we've got to make that available to them and get out here, and we plan on doing that."

Ferraro says passage of Issue 8 will boost the local economy, and improve the quality of life for so many people in the Valley.

"It will be enough to give us the ability to make this county seamless, following this successful approach to sales tax we will have service in every corner of Mahoning County.", says WRTA Executive Director Jim Ferraro.

WRTA is one of the only transit authorities still running on city property tax.And they've seen their level of service drastically reduced in the past year.Ferraro says,

"We've cut 45 percent of our service, eliminated night service, which had a big impact on our riders ability to maintain employment, and we eliminated Saturday service."

Ferraro says the cuts were made because they lost out on grant money, not riders. He says the buses are full, and expects them to be even more crowded as gas prices flirt with four dollars a gallon.
    ...
Ferraro says if the voters pass issue one, WRTA will be able to bring back Saturday and night service within a few months.

"What we're looking to do is to become a truly regional transit operation and, I think, make a big difference in the Mahoning Valley," said James Ferraro, WRTA executive director. "It's a minimal cost," he said of the proposed sales tax.
    ...
The 0.25 percent tax is the smallest sales tax the commissioners could put on the ballot, Ferraro added.
    ...
The property tax levies in Youngstown and the fare box provide the only local revenues for WRTA, Ferraro said.

The authority will conduct public hearings on the countywide tax and service proposal between now and March 4 in every city, village and township of the county, Ferraro said.

If the sales tax passes, collections would start 90 days later and the new revenues would flow to the transit authority 90 days after collections begin, so the WRTA projects countywide bus service would begin in fall 2008, Ferraro said.

If the new tax passes, service in the more rural areas of the county will be provided by smaller buses and by appointment for pickup, Ferraro said. The authority also would restore evening and Saturday bus service, he added.

We're hoping to do some things with the purchase of smaller vehicles to run our demand response service in outlying areas in the southern, southwestern portion of Mahoning county.", states James Ferraro, Executive Director for WRTA.

If passed, the county wide sales tax would replace the city property tax which currently funds WRTA.Ferraro says that's the way other major metropolitan bus systems are run in Akron, Cleveland, Dayton and Columbus.

Jim Ferraro, head of the WRTA, said no routes in Youngstown are being cut, but there are proposed changes to routes outside the city, such as the Warren Express, which runs between Youngstown and Champion. The cuts are coming because of a cutback in state funding and federal grants.

Davis works at the West call center in Niles and has no other way to get to and from work, he said.

Jim Ferraro, W.R.T.A. Executive Director; "I THINK AT THIS TIME WE'RE PROBABLY GOING TO HAVE TO OVER THE NEXT MONTH TAKE A GOOD LOOK AT WHAT WE'RE OFFERING, SEE HOW MUCH WE COULD MAYBE MINIMIZE SOME OF THAT.AND WE COULD MAYBE TALK ABOUT SOME FAIR INCREASES IN OUR DIAL A RIDE PROGRAM."

Ferraro says he's not sure if they'll put the levy back on the Ballot.
