   Scott William Fenical was born on May 30, 1971, in Fontana, California. His parents, William and Frances [Riggs] Fenical lived in Riverside at the time. They moved to the San Diego area in 1973 when Bill began his career at Scripps Institution of Oceanography and Fran became a high school educator.
   
   Scott graduated from Torrey Pines High School in Del Mar and the University of California, Santa Barbara, with a degree in mechanical engineering. He earned a master's degree in ocean engineering at Texas A&M University. Scott is a founder and owner of Coast & Harbor Engineering in San Francisco.
