Lancaster, 50, who worked as a supervisor of engineering laboratories at the United States Merchant Marine Academy in Long Island, N.Y., screamed at a laboratory technician in October, accusing him of slacking off and challenging him to a fight, according to Jose Femenia, head of the academy's department of marine engineering.
...
The confrontation, Femenia said, was not the first for Lancaster, a new hire who had spent years working as an engineer aboard commercial boats, where top-down management was the norm.
...
"There were some blowups," Femenia said.
...
Femenia did not suspect that Lancaster was capable of the level of violence later alleged by Gryboski.
...
Femenia assumed Lancaster, whose sons Christopher and Daniel are students at the academy, would resign.
...
Lancaster took two week-long courses in December and March, Femenia said.
...
Bussi filed a grievance with his union and refused to work with Lancaster, Femenia said.
...
Femenia said the October confrontation came after Lancaster found Bussi in the academy's machine shop speaking with a pair of electricians.
...
Lancaster screamed at his subordinate and accused him of dawdling, Femenia said.
...
Bussi did not deserve an upbraiding, Femenia said.
...
But Femenia said tensions between Lancaster and the lab technicians, including Bussi, relaxed considerably after Lancaster's return.
...
Femenia suggested Lancaster was not entirely to blame for the tensions with his subordinates that surfaced early in his tenure.
...
And Femenia said news of the shooting, and the allegations of domestic abuse, was nothing short of stunning.
Lancaster, whatever his problems with his subordinates, had always been a gentleman in his presence, Femenia said.
