    Femat said this is too little, too late for farmers who are losing out to more powerful competitors every day.He said Mexico should have been applying punitive tariffs, allowed under NAFTA, for shipments of corn and other imports that are above allowed quotas.In addition, he said, the quality of that corn is lower than that of Mexican corn, but the government has not imposed quality standards similar to those imposed by American importers of Mexican products.

    Case taken to court

    The farmers say Fox's waffling on NAFTA means he is not serious about negotiating with them, so they filed papers Friday with Mexican courts to force Fox to commit to a position.If they get no response, they say they will appeal to the Mexican Supreme Court.
