Chip J Felton, MSW is Senior Deputy Commissioner and Chief Information Officer at the New York State Office of Mental Health (OMH). He directs the Center for Information Technology and Evaluation Research at OMH. In that role, Mr. Felton oversees all OMH information technology, program evaluation and research activities, including oversight of the agency's two mental health research institutes. His main area of interest is the integration of information technology, quantitative data and research methodologies to generate business intelligence. Mr. Felton conceptualized and led the development of an enterprise data warehouse platform at OMH, and currently is focused on executive information systems that leverage the data warehouse. In addition to his experience and responsibilities in the areas of information technology and research, Mr. Felton has led major OMH mental health program development efforts. Most notably, during the twelve months following the September 11th, 2001 terrorist attacks, Mr. Felton directed the development and implementation of Project Liberty, the federally-funded emergency mental health program designed to assist New Yorkers in their recovery from the psychological trauma of that event. -
