CART'M hopes to actualize the plan over a period of five years, according to Rich Felley, CART'M executive director.
At its Nov. 20 meeting, the planning commission recommended that the Manzanita City Council approve zoning map amendments to permit completion of the plan. The city council will eventually hold a second public hearing before making a final decision.
According to Felley, "the intent of the master plan is to address the fact that CART'M grows at a steady rate of 3 percent a year. Essentially we've outgrown the facility." The planning process began in the summer of 2005 with a group of about 50 community members, he added. -
