   Mr. Feller is a partner in the Tax practice area and chairs the Public Finance practice area. In Tax, his practice focuses on representing taxpayers in IRS controversies, including tax litigation where necessary. He is a member of the Tax Sections of the American and Philadelphia Bar Associations, and has served as a panelist in tax CLE programs focusing on ethics in tax practice with emphasis on IRS practice.
   
   In Public Finance, Mr. Feller chairs an experienced group of four partners and two associates. His practice involves all aspects of public finance and municipal representation including structuring transactions, preparation of bond and disclosure documents, advising on interest rate swap and other hedges, and providing guidance in matters relating to arbitrage restrictions and the tax limitations under which issuers must operate. Mr. Feller has served as a panelist at the Bond Attorney,s Workshop of the National Association of Bond Lawyers and the Pennsylvania Association of Bond Lawyers covering industrial development financing, solid waste and other exempt facility financings, arbitrage rules and IRS enforcement initiatives.
   
   Mr. Feller has represented issuers, underwriters and other parties in examinations of tax exempt bonds by IRS and the SEC.
   
   Mr. Feller chairs the Firm's Technology Committee and is active in its marketing activities.
