   Colder's owner Robert Felker needs a zoning change and a building permit from the village before he can build the store at the northeast corner of I-43 and Highway 60, Leach said.
   
   "If and when Mr. Felker comes in for approval," Leach said, "I'll ask him how he can build on this site when he told the Board of Review that he couldn't and when he wanted his fair taxes reduced dramatically."
   
   Colder's asked the Board of Review on July 22 for a drastic tax markdown on its 181/2-acre site, which the company bought in November 1994 for $665,000.
   
   Colder's representative Scott Johnson, of Property Valuation Associates of Wauwatosa, said Felker has tried, unsuccessfully, to develop the parcel.

   "Felker was just trying to get out of paying his taxes," Leach said. "But he hasn't come forward with a building proposal as of yet."
   
   Felker could not be reached for comment.
