    Yesterday ... in its first open trial in four years ... the University Judiciary Committee found Graduate student ... Rich Felker ... guilty of violating two University standards of conduct.

    Felker was convicted of intentional disruption of a University activity and failure to comply with University officials. A member of Students for a Free Tibet ... Felker tried to chain himself to a banister in the Rotunda when the Chinese Ambassador visited last June. Felker allegedly resisted arrest when university police prevented the student from locking himself to the banister.

    For his punishment ... Felker must complete twenty hours of community service with University Recycling Services. Also ... he was given a "suspension of a-bey-ance" ... meaning he will not be suspended now. But ... it does include a strong recommendation for suspension if he is ever convicted of these charges or disorderly conduct ... in the future.

    Although most UJC trials are closed ... Felker chose to have his trial held open ... and the Judiciary committee set the guidelines so that no major disruptions could occur.

    Rich Felker, a graduate student in the math department, had testified that he was not "trying to make trouble" when he attempted to chain himself to a banister during Yang Jiechi's appearance.Felker is a member of Students for a Free Tibet, a group that protests Chinese policies regarding Tibetans.

    Felker said he asked to leave, but police refused to release him from the handcuffs.

    "Remaining on the second floor of the Rotunda meant nothing to me," he said."I was totally willing to go and had no reason to stay behind."

    Felker said he was then taken to another room out of public view and arrested.He said he did not answer questions from the police or allow them to unhook the chain around his torso.

    University of Virginia graduate student Rich Felker, who was found guilty by student judges of disrupting a Chinese ambassador's speech, must not create any more disturbances at UVa if he wishes to avoid further trouble.

    During an open trial late Thursday night, the University Judiciary Committee sentenced Felker, 22, to a suspension in abeyance - a sanction that bars a student from attending classes for a defined period if a second violation occurs.

    A member of Students for a Free Tibet, Felker criticized the sentence and the university's actions following his April protest, during which he attempted to chain himself to a banister as Yang Jiechie spoke in the Rotunda.

    Police officers and a member of the ambassador's security detail wrestled a padlock away from Felker, who began to yell and struggle as he was taken downstairs.

    "All along, as this case has played out, I've been given the impression … that the university's motivation was not to punish a violation of the rules but to quiet potentially embarrassing political protests against their honored guests," Felker said Friday.

    He added that the suspension in abeyance in effect prevents him from participating in some types of protest, although he said taking part in rallies would likely be permitted.

    Angela Carrico, head of the UJC and a member of the five-person panel that judged the case, said the sentence was meant to deter Felker from disrupting further events.
