    When arrested Saturday, Noah Felice, 50, of San Juan Capistrano had a gold badge and photo identification in his Ford Expedition declaring him chief of police of the Santa Margarita Water District. No such police force exists. He was in a security-guard uniform and armed with the same pistol used by U.S. special forces.

    Felice pleaded no contest to sexually assaulting a woman in Long Beach in 1990 after he told her he was a police officer and that he was concerned she was parked in an unsafe area. That charge was removed from his record after he petitioned the court in 1997.

    The most serious of the 11 new charges against him is a perjury allegation because he did not tell the state Department of Consumer Affairs about his criminal history in his application to carry a weapon -- even though the form said to disclose expunged offenses.

    Deputies who searched his home Tuesday found 10 firearms, ammunition, 10 different metal badges, police raid jackets and hats, Orange County Fire Authority identification, a bulletproof vest and other items.

    The charges allege that he illegally detained a pedestrian Oct. 5 in the Carolinas neighborhood of San Juan Capistrano off Del Obispo Street, which his company receives $1,500 a month to patrol. That same night, he allegedly was in a security company car that illegally drove on a creekside bicycle path. When the Felice Security Inc. unit came across an unmarked Sheriff's Department car, Felice allegedly shined a spotlight on the patrol car. That spurred the department to launch an investigation.

    Other allegations are obstructing a police officer, witness tampering, illegal shining of a spotlight at a moving vehicle and wearing a uniform patch too similar to that of the California Highway Patrol.

    The charges are all misdemeanors, except for the perjury charge -- a felony.

    Felice was released on bail early Sunday. He was unavailable for comment Thursday. His offices at FSI Security on Camino Capistrano were locked. No one answered the door at his Stoneridge Estates home.

    Arnie Klann, president of the Los Ranchos Estates Homeowners Association in Coto de Caza, said Thursday evening that he was shocked to hear of Felice's arrest. The group has employed Felice's firm to patrol its 62-home neighborhood, where homes sell for $2 million to more than $10 million, for about two years.

    Klann said the association board now will consider whether Felice's firm should be retained.

    "He's done an excellent job - we're really happy with his performance," Klann said. "Frankly, I really liked the professionalism Noah and his people exhibited. They are so courteous.''

    A year ago, Felice came across a group of burglars at Klann's own home, Klann said, chasing them out and calling the Sheriff's Department, which was able to nab the driver. A house sitter was unaware that the burglars were in the home.

    Felice's security firm also solved a problem by discouraging teen-agers from loitering and drinking alcohol near a water tank, Klann said.

    Felice told the board that his firm works for the Rancho Santa Margarita Water District, which Klann saw as a plus because the guards could go onto that agency's land and approach the teens.

    But water district officials said that neither Felice nor his firm has any connection to their agency.

    "This is incredible," Klann said. "I can't believe it. That blows me away.''

    According to state Bureau of Security and Investigative Services records, Felice has a permit to carry weapons while working as a security guard that was issued in 1998 with an expiration date of Jan. 31, 2002.
