Mr. Felgar's practice includes local competitive entry, antitrust, and the regulatory restructuring of the payphone industry.
   
   From 1999 to 2000, Mr. Felgar was employed as a staff attorney with the law firm of Kellogg, Huber, Hansen, Todd & Evans, where he represented the regional bell operating companies in regulatory proceedings and compliance matters. From 1997 to 1999, Mr. Felgar was employed as an associate with the law firm of Fletcher, Heald & Hildreth, where he represented clients in the broadcast industry. Mr. Felgar represented clients in FCC licensing matters, regulatory proceedings and regulatory compliance matters. He was also engaged in a number of litigation matters.
