   Greg Evangelatos, a development manager for Landmark Homes, updated the Board on the status of the "Traditions" project in the Dayton Valley. The design standards handbook has been presented to County staff with special emphasis on Village One. He discussed some of the requirements that will be implemented with the planned unit development. There will be a total of five villages in their "Traditions" project. He brought up issues involving roads and transportation, utiltities, parks and drainage. Landscaping issues and open space within the development were discussed.

   Greg Evangelatos stated that NRS 116 deals with common area communities. There are requirements for establishment of reserve funds, professional management and maintenance programs. He said that when the project is built out, there would be about 15,000 jobs added to the Dayton area.

   "I think we recognized from the beginning it was controversial and it was controversial to the end," said Greg Evangelatos, vice president of FPE Engineering & Planning, which did planning and engineering for the northeast Sparks development.
   
   The project is surrounded by three existing developments and has impacts on those developments, Evangelatos said.
   
   The maximum height of the homes was listed two weeks ago as 45 feet, which is the extreme distance from the bottom of a daylight basement to the gable of a two-story home. That was more than the 36-foot maximum developers were allowed and was the basis for the council rejection two weeks.
   
   City law allows the maximum height to be based on the average of the height from the daylight basement and from the first floor to the gable, making the homes 35 feet.
   
   "I cannot understand this; 3½ to 4 years in the planning process and we're just now understanding how to measure a house," Councilman Ron Schmitt said.

   As the Development Manager for Landmark Communities, Greg Evangelatos brings over 25 years of experience in developmental planning in the private and public sector. Before joining Landmark, Mr. Evangelatos was a principal in a planning and civil design firm located in Reno. Prior to that, he served as the Planning and Community Director for the city of Sparks for eight years and as the interim Planning Director for Fernley, Nevada just after its incorporation in 2001. Mr. Evangelatos has also held a position on the Board of Directors of the Nevada Chapter of the American Planning Association. With his extensive background in all phases of developmental planning and development, Mr. Evangelatos will assist in the acquisition of properties and securing public agency approvals for new Landmark communities. Mr. Evangelatos received his Masters degree in City Planning from the University of Oklahoma and a Bachelor of Arts from the University of California at Los Angeles.
