   John Euler currently serves as Rule of Law Counselor, Department of Justice.In February 2005, he retired as Deputy Director, Torts Branch, Civil Division, Department of Justice.In 2001 he retired as a Colonel from the Marine Corps Reserve where he served as the Senior Reserve Judge Advocate of the Marine Corps.His areas of expertise in this capacity included international law and criminal justice.In addition to litigation, Mr. Euler has a great deal of experience with legislative and policy matters.He formerly headed the Office of Policy and Analysis of the Torts Branch and was responsible for drafting and working toward passage of the Westfall Act of 1986, which immunized federal employees from common law torts.He also served on the Health Care Task Force in 1993.
   
   Euler served as Chair of the SEA Board of Directors from 1997-2005.He has been a member of SEA since entering the SES in 1986.He is a past president of the Justice Department Chapter, which was a co-recipient of the Outstanding Chapter Award in 1995.Over the years he has participated as a panelist and speaker in numerous SEA PDL conference events.
   
   Euler received a BA in Political Science from Dickinson College and a JD from Georgetown University.
   
   In 2002 he was installed as "President Elect" of the U.S. Court of Federal Claims Bar Association and served until November 2003.He is Chair of the Board of the Bethesda United Methodist Church.He is a past committee chair of the Federal Bar Association, coached baseball and basketball in the Montgomery County recreational league, and is a member of the Army and Navy Club and the Marine Corps Reserve Officers Association.
