Black Horse Run has some very strict rules and regulations, said Pat Eudy, president of the Black Horse Run Homeowners Association. And they must be working – homes in the subdivision have tripled in value since 1972. "We combined our stuff with their stuff to come up with the regulations and I think we're the first in the area to do something like this," said Eudy. "The county bent over backwards to work with us and that's what I liked best." Lancaster County Building and Zoning official Jevan Williams said people moving into equestrian districts like Black Horse Run need to fully understand that horse-related activities take center stage. "The main thing is that people with horses need to make sure they exercise their animals properly," said Williams. "I'm a horse owner myself and it's awfully difficult on the animal when you only have one acre and don't exercise them as you should – to me that's animal cruelty." "Hopefully the overlay straightens everything out," Smith said. "The people in Black Horse Run were having to jump through hoops needlessly."
