a. The meeting was called to order by Council President, Jim Eubanks, at 10:00 hours at the Maxwell AFB Officers Club, Montgomery, Alabama.

b. Jim Eubanks introduced VAdm Norb Ryan the President of MOAA national.

Admiral Ryan also presented Jim Eubanks with the President's award, which is the highest award given by MOAA national.This award was the result of Jim Eubanks superior leadership, innovation, and dedication during his two year term as the president of the Alabama Council of Chapters.
c. VAdm.Ryan presented a briefing regarding the health of MOAA indicating that things are going well regarding membership and lobbying actions.MOAA is the 4th largest military related organization and the largest officer's organization in the United States.He went on to talk about the political climate in Washington that favors the passage of bills that are positive for the active duty and retired personnel.He said this was due to the fact that neither the Republicans nor Democrats wanted to appear weak on supporting the military.He talked about the need for additional personnel for the Army and Marine Corps stating that many serving in those services are only with their families for 6 moths out of 42.This is having a negative effect on retention.Similarly, he discussed the problem with retaining reserve and National Guard personnel for the same reason.He also cited the fact that the reporters in the combat areas are sending reports of heroism home but the stories are never making it into the local media outlets.He reminded us that 1% of the population is fighting the war and cautioned against "bumper sticker" support for the troops.

e. Jim Eubanks presented Certificates of Appreciation to Barbara Stamper, Aniceto Bagley and Charlie Block for their outstanding service while serving on the Council Board as Widows Affairs, Treasurer and Secretary respectively.

d. Jim Eubanks announced the results of the nominating committees effort.

e. Jim Eubanks reported that the Council had received a check for $250 from MOAA as a reward for recruiting new members.Jim proposed, and the membership agreed, that the $250 be used to support the smaller chapters (all chapters except for Montgomery, Huntsville and Fort Rucker) by giving them $10 for each new member they have recruited for national MOAA who were given a free chapter membership.

a. Jim Eubanks thanked the Council members for their support during his term.He stated that he had never served with a finer group of people in his 32 year military career.
b. Jim also said he would continue to follow-up on the open action to obtain state tax exemption for all of the Alabama chapters who are federal tax exempt organizations.
6. Chapter Reports.Reports were received from all of the chapters except for Greater Shoals and Mountain Lakes and Valleys.
