"Baring any more storms - we have Ike looming at us - it should still be open by the end of the year all the way through," said Jerry Eubanks, superintendent of the Gulf Islands National Seashore.

The original plan for repairs between Opal Beach and Pensacola Beach was to build an emergency one-lane road, which was expected to be completed by the end of summer. However, the project was delayed when new plans were needed to expand the work to two lanes after the National Seashore received additional funding.

Eubanks said Friday that it would be a couple weeks before repair crews returned to work.
    ...
However, the cost was too much and Eubanks said the agency decided to build a "sacrificial" road that cost less. While the design is more susceptible to damage, the repair costs will also be less, Eubanks said.
    ...
The contract to repair the park was awarded Sept. 4 and Eubanks said it would take about a month for the construction crews begin work.Repairs are expected to be completed next spring, he said.

Jerry Eubanks, superintendent of the Gulf Islands National Seashore in Gulf Breeze, Fla., said on Wednesday that West Ship Island remains closed two days after Hurricane Gustav made landfall in South Louisiana.

Eubanks, however, said Petit Bois, Horn, East Ship and Cat islands are open.

"We have not actually closed the islands other than West Ship," Eubanks said."If they want to go out, they can.But we are letting people know that we have not been able to get out there and do our evaluation of the islands.

"West Ship Island is closed because that's where our facilities are and we are not sure what the hazards might be."

Due to stiff winds from the aftermath of Gustav, Eubanks said no Gulf Islands National Seashore vessels have been able to reach West Ship Island from the Ocean Springs office until today.

"We wanted to fly the islands today," Eubanks said.

Jerry Eubanks, superintendent of the Gulf Islands National Seashore in Gulf Breeze, Fla., said West Ship Island is closed.Horn, Cat, Petit Bois and East Ship islands are open.

About 150 feet of broadwalk on West Ship was washed away by Gustav.

Eubanks says the storm also destroyed concession stands, temporary facilities, and restrooms.

"The purpose of the ... prescribed burns is to restore habitat and reduce hazardous fuel levels which will serve to better protect the park and local community in case a wild fire should occur," said Jerry Eubanks, superintendent of Gulf Islands National Seashore.

"What we're trying to do is get something going this summer," said Jerry Eubanks, superintendent of Gulf Islands National Seashore."But we're going to have to request some guidance from our Washington office, and that's going to take some time.

"Still, I believe it will happen."

The fastest way to launch service to Fort Pickens, Eubanks said, is amend the National Park Service's existing contract with a Gulfport, Miss.-based company that provides seasonal ferry service to Ship Island and historic Fort Massachusetts.
    ...
"Everything right now is very preliminary as far as our negotiations with Jerry (Eubanks)," Skrmetta said.
    ...
If the service is successful and well received by the public, Eubanks said the Park Service would consider letting a long-term contract for ferry service to Fort Pickens and the National Seashore.

Skrmetta's company currently holds a 10-year contract with the Park Service to ferry passengers to Ship Island.

He said Hurricane Katrina cut his passenger business by nearly 70 percent during 2006, which effectively mothballed his 102-foot "Captain Pete," the vessel his company would use locally.
    ...
Eubanks will stall as long as he can.He will blame it on every one else but its really up to him.He can make this choice with out the NPS in DC but just watch and see.Look at what his stalling has already cost PCB in revenue from tourist.

Jerry Eubanks, superintendent for Gulf Islands National Seashore for Mississippi and Florida, said the layout of the Ship Island might change, and the concession stand likely will resemble a Katrina cottage.

"It will be a different type of structure," he said."The function will be the same, but it probably will look a little bit different."

Eubanks said several offices across the country have had a hand in deciding what will be built back and how.

For example, Eubanks said, the park service's Denver office did the design work for Ship Island, and Eubanks and other representatives will travel to Alexandria, Va., this week to get concept approval from the Design Advisory Board.
    ...
The design has taken so long because of the involvement of so many offices and people, Eubanks said.He said the Park Service also had to comply with safety and environmental regulations, as well as the National Historic Preservation Act.

Equipment also must be replaced to allow the island to generate its own power, pump water and dump sewage.

"All of the (facilities) above the ground were pretty much destroyed," Eubanks said, "But we are hoping to have it finished by the end of (next) year. That's the target."
