That is the information brought to the Red Bluff City Council by Matt Etzler of Etzler Financial Services.

Etzler briefly explained to council members the reasons for the increasing costs.
"People living longer, rising medical costs, and the higher demand for medical care keeps pushing the cost up, not to mention the cost of prescription medications," Etzler said.

"Insurance companies negotiate rates with providers, doctors and hospitals," Etzler said."An agreement is reached as to what the provider will charge and what the insurance company will pay.Only those who come to an agreement are the ones available in an area."
"Insurance companies actually pay less to a provider than an individual without insurance," Etzler said.
Since this is a rural area, there is no competition of insurance companies, Etzler added.
"There are only three companies in this area and they are Blue Cross, Blue Shield and Principal," Etzler said."There could be other insurers out there for the citizens of Tehama County, but it would depend on whether they would want to go to Redding, Chico or even farther for medical care."
It's all guess work, Etzler added when speaking of rate determinations."Ages of the policy holder, and dependents is looked at.Insurers look back at previous experiences and costs and then project the future."
It would be ideal if there was consumer-directed health care where consumers become more aware of the actual cost of their care, but the system is not in place to facilitate this at the present time, according to Etzler.
"Consumers need to look at an itemized billing, (you do have the right to ask for this), and ask questions," Etzler said.
