Fred S. EtheridgeAssociate Program Director, San Francisco Bay Area
Fred is the Associate Program Director of the San Francisco Bay Area Program, where he oversees the land protection and science and technology museum components of the program.
He has extensive experience in environmental and water rights law, including the negotiation of partnership agreements between government agencies to protect and enhance ecosystems, serving as lead counsel for the East Bay Municipal Utility District in the Bay-Delta water proceeding, and counseling on environmental law matters for the East Bay Watershed Master Plan.That plan was a comprehensive effort to protect biodiversity and water quality on 28,000 acres of Bay Area watershed.He also worked on modifying state law to create a link between land use and water supply.Fred has lectured on environmental and water law issues at conferences, universities and law schools.
Prior to working at EBMUD, he practiced public agency law at a municipal law firm and served as a staff attorney at the California Coastal Commission.He received his undergraduate degree with honors in Environmental Studies and Political Science at the University of California, Santa Barbara, where he developed an interest in coastal issues.He obtained his JD from the University of Utah College of Law, where he served as Editor in Chief of the Journal of Energy Law & Policy.
In his free time Fred is an outdoor color photographer, and he also enjoys reading and traveling.
