   Suzanne Etcheverry , director of trade policy/Europe for the U.S. Chamber of Commerce in Washington , says she is hopeful a solution will be reached. The fact that the EU directive took effect but nothing happened is a good sign.
   
   There are other thorny concerns as well when it comes to this new medium , however.
   
   One is an EU directive proposed in November that would allow each of the 15 nation-members to regulate online sales of goods and services. Critics call this approach a patchwork of contradictions and one that undermines the whole concept of a unified European market.
