Now, all residents of Broome, including the city, could be called as possible jurors in City Court trials, said Broome County Jury Commissioner Christopher J. Esworthy.
The first City Court trial that will summon potential jurors from all of Broome is scheduled for Monday, Esworthy said.
"The mix overall of potential jurors will be the same," Esworthy said. For instance, if you received a jury summons to report to Binghamton City Court, but you live in, say, the Town of Fenton, you must report to the city for jury duty.Don't assume it's a mistake, Esworthy said.
The change also may result in Broome juries, which hear felony cases including murders, rapes, drug charges and robberies, being more racially diverse by making additional city residents available for county jury pools.
The previous system may have made for fewer potential jurors from minority communities for trials on the county and state levels, especially when jury panels from city, county and state courts were being summoned for jury duty at the same time, Esworthy said.
...
Esworthy summons about 100 people as potential jurors for Broome County Court cases, where 12 jurors plus alternates are required for felony-level trials.Binghamton City Court trials require a panel of about 40 prospective jurors, from which six are chosen. The change will not cost more than the previous jury selection process, Esworthy said.
The change in the way City Court jurors are selected does not apply to town and village courts, which will continue to select their potential jurors from residents of the municipalities, Esworthy said. -

Prospective jurors also can fill out a qualification form online -- a program Esworthy piloted for New York and which the state jury system adopted.
