At CEE's June Program Meeting, Stephen Estes-Smargiassi, Director of Planning for the MWRA, explained some of the strategies used in this program.

The MWRA, the second-largest water authority in the country, is a regional water wholesaler that serves 60 Massachusetts cities and towns.According to Estes-Smargiassi, MWRA service areas are increasing demand by only 1-2 percent per year, so simple conservation measures can meet this demand and reduce the need for construction of new, and larger, facilities.
    ...
"New regulations require our communities to do leak detection at least every other year," said Estes-Smargiassi.
    ...
Estes-Smargiassi also stressed the importance of municipalities - and energy-efficiency organizations in their areas - working with engineering and design firms. When facilities are built "smarter," they save electricity and water.

"Water conservation seems to be more and more of a focus [in facilities around the country]," Estes-Smargiassi said.
