Harps Food's Executive Vice President Kim Eskew said the deal is expected to close in mid-December. He declined to release the purchase price.

Harps is also buying six Wallace & Owens stores in Missouri.

Eskew said Harps isn't planning to lay off any workers at the grocery stores. But eventually the stores will be remained Harps.

"Wallace & Owens has been around since 1949 and have an excellent reputation in every community where these stores are located," Eskew said.

"On the surface it seems like a very good thing," Eskew said."It's kind of a no-brainer."

MORE RESTRICTIONS ? Kim Eskew, executive vice president of Harps Food Stores, said his Springdale-based chain has been affected by the sign ordinance.Code officers made Harps take down its roadside signs promoting a Halloween pumpkin sale.

The ordinance also could hamper Harps' annual Christmas tree business, soft-drink promotions and spring lawn and garden specials.

"Being able to communicate our prices from a distance is important to us," Eskew said.

Eskew predicts strong opposition to increased restrictions on signs.

"It's not indicative of the type of business climate that's in Springdale," Eskew said.

Kim Eskew, executive vice-president of Harps Food Stores, Inc., which includes Price Cutter Food Warehouse, said it might seem simple on the surface, but it will actually be "a fairly cumbersome task to implement at store level."

"Our company does support tax reduction, but like a lot of things in life, talking about it is far easier than actually doing it," Eskew said.

Likewise, shoppers at Springdale-based Harps Food Stores Inc. 's supermarkets are switching, said Kim Eskew, executive vice president.Harps has 42 stores in Arkansas, nine in Oklahoma and one in Missouri.

"We're seeing growth in private-label items at a disproportionate rate," Eskew said. That growth could mean, he said, that instead of buying Del Monte green beans at 88 cents a can, shoppers are buying the Always Save green beans for 44 cents.

"Even though people are still buying green beans, we're losing sales," he said.

"It's our intent to [open a store in Benton]," Senior Vice President Kim Eskew said, adding that unforeseeable factors could nullify the plan. The company does have a letter of intent, which states that if all the tests and research go well, then the project is a go, Eskew added.

The company is conducting environmental testing on a choice location on Highway 5 - more specifics unavailable - to make sure the site is suitable for a 31,500-SF grocery store.

Harp's doesn't have a timeline, but Eskew predicted that the opening would more likely be in 2009 than 2008.

The company doesn't seem to be intimidated by the concentration of grocers in Benton, namely Wal-Mart Supercenter and Kroger."We wouldn't put a store in if we didn't feel like there was sufficient sales potential there for it to be profitable," Eskew said.

Besides, with its company headquarters in Springdale, Harp's is painfully familiar with the Bentonville behemoth."We compete with Wal-Mart all over the place," Eskew said.
