Boat traffic remained closed in the area for 2½ more hours, disrupting a planned river tour by a local cruise line, said Michael Eremita, deputy chief of the East Hartford Fire Department.
Hartford and state police dive and bomb teams examined the package as it floated between a pair of trees extending from the shore.
Later, the tanks were found to be empty, but state Department of Environmental Protection crews were called in to make sure they weren't leaking dangerous materials, Eremita said.Wednesday evening, the DEP reported finding 2 ounces of a non-hazardous liquid in one of the tanks.
East Hartford police are continuing to investigate whether the package was intended to be a hoax or was simply discarded in the river.
