    High arsenic levels occur in sediment throughout the state, said Quinton Epps, a DHEC manager in the Bureau of Water's Division of Water Quality.

    "We don't really know where the arsenic comes from," he said.

    Epps said the hydraulic dredge being used in the operation allows some sediment to escape into the water, but not much.

    Quinton Epps, program manager for DHEC's Bureau of Water, the branch of the agency that looks at projects affecting wetlands, said, "With an outstanding resource water, if (a permit request) comes through our office, we'll take a harder look at it," but the agency cannot refuse to issue a permit if a project meets state requirements.

    Epps will be using his extensive experience in environmental permitting and planning to expand Mulkey's environmental services offerings in South Carolina.Quinton's focus is ACE 404/401 permits and certifications, impact planning, innovative development and construction strategies, jurisdictional determinations, stream and wetland restoration, mitigation banking and storm water permitting.Quinton is also involved in water resource regulation, water quality standards and other environmental permitting and planning activities.
