A retired management consultant, Elmer Engstrom has participated in a variety of IDDS research projects since the early 1980s.As a supplement to the Arms Control Reporter, he authored a chronology of the nuclear test ban talks going back to 1970.He then co-authored (with Forsberg) analyses of the U. S. Army and Air Force research and development budgets.He became the Publications Director for Global Action to Prevent War in 2000 and is currently preparing the first edition of a new on-line newsletter, Global Action.
