Susan Ekdahl, provincial Speed Watch co-ordinator at Manitoba Public Insurance (MPI), told those in attendance expanding the program and raising awareness of the initiative are two key priorities for 2006. "We've got these permanent groups, community-based groups, so we want to increase the number of volunteers for those. We want to also increase our two-week (speed-reader board) loan program across rural Manitoba," Ekdahl said following the conference, which was held in Portage for the first time. Speed Watch, which began in 2001, is a driver awareness program under which volunteers use digital speed-reader boards that display the speeds of passing vehicles so drivers can compare them to a posted sign of the legal speed limit. The program is a partnership between MPI and local police agencies and is operated by community volunteers. Nine community-based Speed Watch programs operated in the province in 2005 including Thompson, East St. Paul, Portage, Poplar Point, Selkirk, Oakbank, Neepawa, Winkler and Gimli. Programs in the Portage area, including within the city and in Poplar Point, will continue in 2006. Ekdahl said last year was highlighted by several public awareness events in schools and businesses across Manitoba. She added increased advertising in smaller communities to attract more volunteers will be among the goals for 2006.

Ekdahl said new speed-reading equipment will also be tested this year. New flyers and event displays will be available to local groups to raise awareness of speeding and the program. In addition, Brandon will join the program this year. Ekdahl said conference delegates agreed a so-called ‘three-strikes-your-out' campaign will help deliver the message about the dangers of speeding. Under that initiative, volunteer groups man two speed-reader boards with the RCMP manning a third position further down the road.

Ekdahl said Speed Watch is an important resource for police and communities. "The program is more important than ever considering we're seeing an upward trend in speeding not seen since 1996," she said.
